We are seeking a highly motivated Property Manager to lead our team in Philadelphia, PA. This role offers an opportunity to manage a diverse portfolio of properties, ensuring high occupancy, excellent resident satisfaction, and full compliance with PHA and HUD regulations.

Job Summary:

As a Property Manager, you will oversee the day-to-day operations of properties under PHA management. This includes managing tenant relations, staffing, budgeting, and maintenance, ensuring that properties comply with PHA standards and HUD regulations. You will lead the leasing and maintenance teams, manage financial activities, and ensure that Section 3 opportunities are prioritized.

Key Responsibilities:

  • Manage Staff: Supervise Leasing and Maintenance teams to achieve operational goals, ensure effective staff performance, and provide training and development opportunities.
  • Financial Oversight: Prepare the annual budget, monitor financial performance, and provide monthly financial reports. Oversee rent collection, invoicing, and legal processes for non-payment.
  • Leasing & Marketing: Maximize occupancy rates, ensure the lease renewal process is followed, and support marketing strategies for property visibility and market penetration.
  • Resident Relations: Address and resolve tenant issues promptly and professionally, ensuring compliance with Fair Housing and PHA policies.
  • Maintenance Oversight: Oversee routine maintenance, preventative programs, and emergency repairs while ensuring properties are maintained to HUD’s Housing Quality Standards (HQS).
  • Compliance: Ensure that all activities comply with PHA regulations, HUD policies, and Fair Housing laws.

Supervisory Responsibilities:

  • Supervise all personnel within the Maintenance and Leasing departments.
  • Hiring, training, performance evaluations, and discipline for employees within the departments.

Qualifications:

  • Education: High school diploma or GED required.
  • Certifications: Fair Housing Certification required.
  • Experience: 3-5 years in residential property management, with 1-3 years in a supervisory role.
  • Skills:
  • Proficiency in Microsoft Office Suite and property management software (OneSite preferred).
  • Familiarity with purchase orders, invoice processing, and financial reporting.
  • Ability to interpret and apply Fair Housing and PHA guidelines.
