The Oregon Conservation and Recreation Fund (OCRF) supports projects that protect and enhance the species and habitats identified in the Oregon State Wildlife Action Plan (SWAP) and create new opportunities for wildlife watching, urban conservation, community science, and other wildlife-associated recreation. The OCRF program is an important element of fulfilling ODFW’s strategic priorities relating to species and habitat conservation, climate resiliency, and ensuring that all Oregonians feel that they belong in the outdoors. As a Natural Resource Specialist 3 (Oregon Conservation and Recreation Fund Coordinator) in Salem, Oregon, you will: Coordinate ODFW activities related to the OCRF program; Work closely with ODFW leadership and conservation program staff as well as ODFW partners and advisory committee members to identify relevant and timely investments in fish and wildlife conservation and recreation; Coordinate the OCRF grant program, including management and implementation of the OCRF Administrative Rules, Expenditure Framework, development of grant solicitations, review and scoring of grant proposals, and presentations to the OCRF advisory committee as well as the Oregon Fish and Wildlife Commission; Responsible for negotiation and management of grant agreements and contracts, working closely with ODFW Contract Services and the Oregon Department of Justice to ensure legal and policy sufficiency; Run OCRF Advisory Committee meetings and serves as the liaison between ODFW and the Advisory Committee, working to ensure the OCRF program implements ODFW’s priorities; Provide consultation and technical guidance to the public and all levels of ODFW personnel on the program’s priorities, procedures, and activities as it relates to fish and wildlife conservation and wildlife-associated recreation; Responsible for leading implementation of the goals and actions of the OCRF Strategic Plan and OCRF Communications Framework, with particular emphasis on recruiting diverse participation in the grant program and telling the story of the OCRF program accomplishments; Develop and implement approaches to measuring the effectiveness of the grant program, writing and presenting reports on the grant program for elected officials, the public, and charitable donors; Review legislation related to the OCRF program and providing recommendations on policies affecting the program. Minimum Qualifications: Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. At least one year of the experience must be at a technical or professional level performing activities in a fish or wildlife program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND A Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework, or three additional years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. Equivalency Notes: A Master's degree in Fisheries or Wildlife Science or a closely-related Master's degree in biological/ecological sciences will substitute for up to one year of the required experience. A Doctorate degree in Fisheries or Wildlife Science or a closely-related Doctorate degree in biological/ecological sciences will substitute for up to two years of the required experience. Applicants who have obtained a Master's degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience. The Master's degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications. Desired Attributes: Experience with grant program coordination; Experience with staffing a public advisory board or committee; Experience coordinating program deliverables on tight timelines; Experience utilizing strong organizational skills; Experience utilizing strong communication skills including written and verbal communications and public speaking; Experience requiring attention to detail, data quality assurance, and adherence to policies and rules.
