1 week ago Be among the first 25 applicants Position Description This position, under supervision of the Minneapolis Police Department will investigate cases (including, for example, police misconduct and background investigations) to establish authenticity of data indicating a violation of law, or a policy for an assigned department, conferring with enforcement officials, complainants, subjects, witnesses, and others and preparing reports and other documents. The City of Minneapolis does not sponsor applicants for visas. Job Duties and Responsibilities Conduct investigations by responding to complaints, gathering information, and interviewing interested parties. Have statements/interviews transcribed or typed and consult with superiors, and/or attorneys regarding elements of the offense and merit of the complaint. Obtain police reports, body camera recordings, dispatch logs, and ambulance run sheets; Investigator will review body camera as needed to prepare cases. Obtain employment records, Drivers License records, criminal history records, and other records used in conducting employment background investigation. Locate interested parties, and other involved parties using available public and private databases, and other resources. Prepare line-ups using available database information, and show line-ups to interested parties using proper procedure. Obtain information from police officers to supplement reports; and reports and records from other police departments, and government agencies, when necessary, to aid in the formulation of the case file. Collect and track evidence to ensure evidence is maintained in proper order. Locate, collect and interpret relevant police reports, dispatchers' reports, records from ECC and other relevant evidence. Collect Officer Profile cards in cases of allegations of police misconduct. Prepare complete, clear and concise reports summarizing the findings of investigations, and summary of the investigation. Maintain administrative, investigative and statistical files and records, including entering information into computerized database records for each case. Testify in court, administrative hearings, or before panels as necessary. Conduct community outreach and education as required. Required Qualifications Minimum Qualifications Two years of post-secondary education in Criminal Justice, Sociology or Psychology or equivalent Experience Two years investigative experience including actual interviewing. Licenses/Certifications Valid Driver's License Equivalency An equivalent combination of related education / experience may be considered. Desirable Qualifications -- Cultural competency Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds. Selection Process The examination/selection process for this position will consist of a rating of training & experience (100%). It is to your advantage to be as complete and thorough on your application materials, supplemental application (if applicable) and support documentation/materials, as is possible. Minimum passing score 70.00. The Human Resources Department reserves the right to limit the number of persons invited to test or to be invited to successive testing events. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Background Check The City has determined that a thorough Police Department background check/investigation and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign informed consent forms allowing the City to obtain their criminal history, etc. and/or verify their qualifications in connection wit the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is represented by American Federation of State, County, and Municipal Employees (AFSCME) General Unit: Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established. Knowledge, Skills and Abilities Prior experience as an investigator preferred. Knowledge of State, Local and Federal laws, ADA laws, Data Practices and privacy laws. Knowledge of court procedures and police records systems. Knowledge of police procedure, and criminal and civil law. Demonstrated ability to do question and answer type interviews to elicit information from people, cross- check and analyze information and reach conclusions. Interpersonal skills to work with people from diverse cultures and socio-economic backgrounds. Working knowledge of computers, including legal case management software.
